HSE Policy — Three Pillars

The JBR Demolition Works LLC HSE policy is built on three pillars, each with specific commitments and operational requirements that apply to every project.

Pillar 1 — Health
•Pre-employment medical fitness assessments for all demolition operators and site personnel
•Periodic health surveillance for personnel engaged in high-noise, high-dust, or vibration-exposure activities
•Provision of respiratory protection (dust masks, P2 respirators) for all concrete breaking, cutting, and high-dust demolition activities
•Hearing protection (ear defenders, ear plugs) provided and mandatory for all personnel near operating breakers, excavators, and high-noise equipment
•Provision of clean drinking water and shaded rest areas on all demolition sites during hot weather periods
•Heat stress management protocols during summer months — work-rest cycles, hydration monitoring, and early start/early finish scheduling where permitted
•First aid kits and trained first-aiders present on every demolition site
•Manual handling training and mechanical assistance provided to minimise musculoskeletal injury risk during debris handling and material movement
Pillar 2 — Safety
•Pre-demolition risk assessment and method statement (RAMS) prepared for every project before any demolition work begins
•Structural stability assessment of the building or structure to be demolished — determining safe demolition sequence and identifying collapse risks
•Underground utility location, isolation, and verification (DEWA, Etisalat, district cooling, gas) before any ground-breaking or structural demolition
•Neighbouring structure survey and protection measures — shoring, barriers, pre-existing condition documentation
•Controlled demolition sequences that maintain structural stability at every stage — no uncontrolled collapse or progressive failure
•Excavation safety — shoring, battering, or benching for all excavations; no personnel in unsupported excavations below 1.2m depth
•Dewatering maintained in all excavations where groundwater is present — no work in water-filled trenches or excavations
•Fall prevention measures for all work at height — edge protection, barriers, and safe access to all working platforms
•Pedestrian and traffic management — barriers, signage, lighting, and banks-man for all vehicle movements near public areas
•Stop-work authority for all personnel — any person can stop work if they observe an unsafe condition, without fear of disciplinary action
Pillar 3 — Environment
•Dust control measures on all demolition sites — water suppression, fog spray, physical barriers, and debris stockpile covering
•Noise management — compliance with Dubai Municipality noise regulations, noise barriers where required, restricted working hours in residential areas
•All demolition debris transported to Dubai Municipality-approved disposal and recycling facilities — no illegal dumping, no unapproved fill sites
•Proper waste segregation where feasible — separation of concrete, steel, and general demolition waste for recycling and responsible disposal
•Wet loading of tipper trucks to minimise airborne dust during debris transport on public roads
•Wheel wash or wheel cleaning where site conditions require — preventing mud and debris track-out onto public roads
•No discharge of concrete washout, fuel, oil, or any contaminant to storm water drains, ground, or water bodies
•Fuel and chemical storage in bunded areas on site — spill containment measures for all refuelling and maintenance activities
•Minimisation of environmental impact on neighbouring properties, public spaces, and protected areas during all demolition operations

Risk Assessment & Management

Every demolition and excavation project executed by JBR Demolition Works LLC undergoes a formal risk assessment before any work begins. This risk assessment identifies all foreseeable hazards, evaluates the level of risk, and establishes control measures to reduce each risk to an acceptable level.

Risk Assessment Process

Hazard identification — systematic identification of all hazards associated with the specific demolition project, including structural collapse, falling objects, utility contact, excavation failure, noise, dust, vibration, manual handling, and traffic
Risk evaluation — each hazard assessed for likelihood and severity using a risk matrix, producing a risk rating (low, medium, high, extreme) for each identified hazard
Control measure selection — control measures selected using the hierarchy of controls: elimination, substitution, engineering controls, administrative controls, then PPE — in that order
Residual risk acceptance — residual risk after control measures are applied is evaluated; any residual risk rated high or extreme requires additional controls before work proceeds
Documentation — risk assessment documented in the project-specific Risk Assessment and Method Statement (RAMS), communicated to all site personnel before work begins
Review and update — risk assessment reviewed if site conditions change, new hazards are identified, or an incident or near-miss occurs during the project

Common Demolition Hazards & Control Measures

Section 05

Dust & Noise Control

Dust and noise are the two most impactful environmental factors of demolition operations in Dubai's residential and commercial areas. JBR Demolition Works LLC applies specific control measures for both, documented in every project-specific HSE plan.

Dust Control Measures

Water suppression applied directly to all breaking, cutting, and demolition surfaces; fog spray systems on excavator buckets for large-scale demolition; physical sheeting and barriers around the demolition perimeter; debris stockpiles covered or regularly wetted; wet loading of all tipper trucks; wheel wash at site exit where required; continuous monitoring by site supervisor.

Noise Control Measures

Compliance with Dubai Municipality permitted noise levels for the area type; noise barriers and acoustic sheeting where required; restricted working hours in residential areas (typically 07:00–18:00, Saturday–Thursday); avoidance of night-time demolition in residential zones; equipment maintenance to minimise mechanical noise; location of high-noise activities away from neighbouring occupied buildings where possible.

Note: Dubai Municipality sets different permitted noise levels for different area types and times of day. JBR Demolition Works LLC identifies the applicable noise limits for each project location during the site assessment phase and structures the demolition programme to comply. In residential villa areas, this typically means no demolition activities outside 07:00–18:00 on working days, with no weekend demolition unless specifically approved.

Section 06

Waste Management & Debris Disposal

Demolition debris management is a core HSE and environmental responsibility. JBR Demolition Works LLC ensures that all demolition waste is handled, transported, and disposed of in full compliance with Dubai Municipality waste management regulations and UAE Federal Law No. 24 of 1999 on environmental protection.

All demolition debris transported to Dubai Municipality-approved disposal facilities — no debris is disposed of at unapproved sites, vacant plots, roadside locations, or any non-authorised location
Disposal documentation maintained for every load — tipper truck loads are tracked from site to disposal facility, with disposal receipts and facility records retained for each project
Waste segregation where feasible — concrete and masonry rubble, ferrous and non-ferrous metals, timber, and general demolition waste separated where site conditions and project scale allow segregation
Recycling prioritised — concrete rubble directed to crushing and recycling facilities where available; steel reinforcement separated and directed to metal recycling; timber separated for recycling or approved disposal
Hazardous materials not handled by JBR — if asbestos-containing materials (ACM), hazardous chemicals, or other regulated waste are encountered during demolition, work in the affected area stops immediately and a licensed specialist contractor is mobilised
No burning of waste on site — no demolition waste, timber, cables, or any material is burned on any JBR demolition site
Site cleanliness maintained throughout — debris is loaded and removed continuously during demolition operations; no accumulation of loose debris that could create wind-blown litter or dust

Commitment: JBR Demolition Works LLC does not use unapproved fill sites for demolition debris disposal. This is a non-negotiable environmental commitment. Clients are informed of the approved disposal facilities used for their project and disposal documentation is available on request.

Section 07

Neighbouring Structure & Community Protection
